Here in Australia "the Greens have been calling for the TPP text to be made public. We need to know how this agreement impacts us before it is signed. This would help ensure that our nation's biggest ever trade deal is not just for the special interests of the powerful, but is fair for all Australians."

The students in Taiwan are demanding the same from their government, ie the bare minimum in democracy that we all strive for, Transparency, Equality & Justice.

The students have occupied the Parliament since 18 March 2014 and it is still continuing as the Taiwanese gov rejects all requests from the students, including one to establish a legal monitoring framework for all future cross-strait negotiations.

Why Spy on Taiwan When Taiwan Gives Information Away for Free?


Chinese espionage against Taiwan, the self-ruled, democratic island claimed by Beijing as a “breakaway” province awaiting “re-unification,” has kept intelligence experts awake at night for decades. People have long worried about aggressive espionage by China’s intelligence apparatus and leaks by members of Taiwan’s armed forces. Now according to the island’s top intelligence chief, we have something else to fear: Government agencies giving loads of confidential information to the Chinese — for free.
Even as relations improved between the two sides following the election of President Ma Ying-jeou of the Chinese Nationalist Party (KMT) in 2008, collection by China’s civilian and military intelligence agencies targeting the island, as well as cyber intrusions, never subsided. While it would seem contradictory — and perhaps counterproductive — for Beijing to maintain an aggressive intelligence posture against the island amid warming ties, China’s multifaceted approach to Taiwan, a mix of incentives and threats, explains why. Furthermore, as growing economic and cultural ties have yet to yield political dividends for China in terms of making unification likelier, Beijing is keen on obtaining as detailed a picture of its opponent as possible should the day come when rulers in Zhongnanhai decide that non-peaceful means are necessary to resolve the issue once and for all.
Chinese intelligence has therefore been unrelenting in its espionage against Taiwan, cultivating sources in Taiwan’s military and within its open society, to which it now enjoys unprecedented access thanks to relaxed rules on investment, visits, and tourism. According to government statistics, almost 3 million Chinese tourists visited Taiwan in 2013, accounting for a whopping 36 percent of the 8 million arrivals that year. Evidence suggests that a number of Chinese tourists who enter Taiwan ostensibly for tourism purposes are “directed” by Chinese intelligence agencies. According to legislators from Taiwan’s opposition, 784 Chinese have overstayed their visas. If we add Chinese who enter the country illegally, the total is well above 1,000. A fraction of them is assumed to be engaging in intelligence operations.

ALBUQUERQUE, N.M. (AP) - With the nation's only underground nuclear waste dump shuttered by a mysterious leak, Los Alamos National Laboratory has begun looking at alternatives for getting toxic waste off its campus.
Lab spokesman Matthew Nerzig confirmed Tuesday that officials have begun looking at options if the Waste Isolation Pilot Project in Carlsbad remains closed indefinitely.
The presence of that waste, stored outside with little protection, came to the public's attention three years ago as a massive wildfire lapped at the edges of the sprawling lab property.

Anti Nuclear Action Union chief Ko Ching Ling  said npp  #2 incinerate lie level nuclear waste and the smoke is blown to Taipei by north east wind.  One member from Japan "Whole Country officials Anti Nuclear Union"  pointed out the the chimneys in Japan nuclear power plants are 200m high with filters.  However,  there's none of these devices in Taiwan.

Due to north coast ocean bad condition,  the group travelled by bus instead of by boat to exam evacuation route. Anti Nuclear Movement  North Coast Union chief Ko Ching Ling said "Confucius said' take the boat if the road is blocked.'. The weather next day was bad and they couldn't set out to the sea. As you can tell,  when the weather is not allowed like today,  we can't take the boat.  What if the nuclear disaster really happen,  who can guarantee that one can evacuate via the sea? "

北海岸反核行動聯盟原本打算帶大家出海探查逃生路線,但因為海相不好,所以改乘大型巴士探勘陸上逃生路線。北海岸反核行動聯盟執行長郭慶霖說,「孔子當年說:『道不行,乘桴浮於海』,結果子路二話不說打算跟著老師一起去飄浪。但是你看,今天天氣不好,連出海都有困難,如果真的發生核災,又豈能保證一定可以逃生到海上呢?」

The group arrived at npp #2 parking lot near the swag and spotted the plant.  It was a drizzling day  in the morning on the 7th, the strong north east wind was felt instantly soon after we we're out of bus. Guaranteed a blown umbrella if face the wrong direction.  Taiwan Environment Protection Union North Coast Branch has over 30 years anti nuclear experience.  These " North Sea Old Hero" prepared a drone to create thick smoke in the hope to show the strength and direction of the north east wind.

於是大家來到核能二廠出水口停車場,不遠處即可看到核二廠。7日上午陰雨綿綿,一下車就可以感受東北風非常強勁,普通的雨傘只要方向不對,立刻開花。反核超過30年的台灣環保聯盟北海岸分會,這群「北海老英雄」們更在現場準備了鐵桶燃起濃煙,讓煙霧具體呈現出東北風強勁的走勢。

Taiwan energy authorities went on the defensive on Wednesday for the second day in a row to offer details about the incineration of low-level nuclear waste amid accusations that they mishandled radioactive material.
The Atomic Energy Council (AEC) and state-run Taiwan Power Co (Taipower) stressed that burning up low-level waste is a regular practice and is handled according to environmental regulations and relevant laws.
AEC vice chairman Chou Yuan-ching also promised that the council will this year complete a re-examination of 54 sites detected to have higher-than-normal levels of radioactivity as reported by anti-nuclear power activists.
The comments came in response to a protest at Taipower's Taichung office on Wednesday led by the Central Taiwan Antinuclear Action Alliance and Liu Li-er, a Taiwanese writer based in Japan. The alliance is planning another march on Saturday.
According to alliance convener Tsai Chih-hao, a group of concerned private citizens have discovered 54 locations across Taiwan with radiation three times over the permissible level since they began conducting a census in March last year.
Tsai said that Taipower, the operator of Taiwan's three nuclear power plants, incinerates thousands of barrels of low-level nuclear waste each year to lessen the number of storage sites for the wastes, which he implicitly linked to a nationwide radiation level that is 2-4 times the natural background level.
Among the dozens of sites across Taiwan proper, Penghu and Kinmen, the alliance detected artificial nuclides of plutonium at National Taichung University of Science and Technology as well as caesium-134 and caesium-137 at Taichung Civic Square, he said, arguing that Taiwan is being polluted by radioactivity.
Taipower divides the radioactive waste produced by nuclear power plants into burnable and unburnable types, of which 100,000 barrels of unburnable waste is stored on the outlying Orchid Island or Lanyu, he said. Around the same number of barrels are stored within Taiwan's three active nuclear plants.
Taipower spokesman Chai Fu-feng explained later in the day that low-end nuclear waste is treated in several stages before being incinerated, and the process is closely monitored throughout.
If radioactivity reaches a higher than acceptable level during the incineration, an automatic shutdown mechanism will kick in, Chai said.
Despite the explanation, however, there is no indication that the environmentalists will call off their Saturday demonstration to demand scrapping a fourth nuclear plant and an end to nuclear power on Taiwan.http://www.wantchinatimes.com/news-subclass-cnt.aspx?id=20140307000020&cid=1105

The two specialists teamed up to give their analysis on Japan’s region that has been left in such a perilous state.
News has come out that Prime Minister Shinzo Abe and huge Japanese corporations have their eyes set on reopening the 50 other power plants that shut down because of the Fukushima fallout. The other nuclear facilities have been called a source of cheap power.

More than 200,000 Taiwanese anti nuclear protesters gathered together for the 308 No Nuke Movement. The rallies are held in north, center, south and east of Taiwan. These events will be followed by No Nuclear Night Functions to represent their determination in terminating the dirty nuclear power plants from running and commissioning.

Anti-nuclear protests in Taiwan draw tens of thousands

Tens of thousands have marched in anti-nuclear protests across Taiwan, calling on the government to phase out nuclear energy. The protest comes ahead of the third anniversary of the Fukishima disaster.
Anti-nuclear protesters in Taiwan held four rallies across the country on Saturday, urging the government both to stop construction of a new nuclear power plant and to abandon nuclear power altogether.
Organizers said some 50,000 people attended the protest march and rally in the capital, Taipei, while three other events held simultaneously in other parts of the country drew a combined total of some 30,000.
The Taipei protest was attended by members both of opposition parties and the ruling Kuomintang (KMT).
Concern about the risks posed by Taiwan's atomic power plants has been growing since a 9.0-magnitude earthquake and tsunami unleashed a nuclear disaster at Japan's Fukushima plant on March 11, 2011.
Taiwan is also regularly hit by earthquakes, raising fears that its currently three nuclear facilities may be similarly vulnerable.
Protesters called on the government to cease construction work on a fourth plant that is being built in a coastal town near Taipei. The plant was originally scheduled to be completed by 2004, but the project has been delayed by political wrangling.
Several polls conducted last year showed that about 70 percent of Taiwanese oppose the building of the plant, which is situated near undersea volcanoes.
The existing plants furnish about 20 percent of the country's energy needs.

The nationwide action is aimed at pushing the government to make a
commitment to a no-nuke homeland, said Tsui Su-hsin (崔傃欣),
secretary-general of Green Citizens’ Action Alliance, one of the
participating non-governmental organizations.
Tsui said the alliance, along with several dozen civic organizations such as the Homemakers United Foundation, Taiwan Association for Human Rights and Taiwan Environmental Protection Union, would call for the scrapping of nuclear power plants.
“We hope to renew people’s passion for this issue as the anti-nuclear movement has entered a critical stage,” as the fourth nuclear plant could begin operations soon, Tsui said.
The Ministry of Economic Affairs said earlier this year that safety inspections on the nearly completed power plant are expected to run through June, and that if all goes well, it could start fuel rod installation by the end of the year.
The inspections were initiated in an effort to ease widespread public concerns after the 2011 Fukushima Dai-ichi nuclear power plant disaster in Japan, which was caused by a massive earthquake and tsunami.
Construction of the fourth power plant in New Taipei City’s Gongliao District (貢寮) began in 1999, but the project has repeatedly stalled due in part to the changing political climate and rising opposition to nuclear power.
Tsui said the government should immediately stop construction of
the fourth nuclear plant and speedily decommission the other three
that are in operation.
It is hoped that the rallies, which are to take place in Taipei, Greater
Taichung, Greater Kaohsiung and Taitung, would draw at least 220,000
protesters, on a par with the nationwide anti-nuclear march last year,
 Tsui said.
Taiwan Power Co, which is in charge of the country’s power plants,
has insisted that the fourth nuclear plant is safe and that measures
have been taken to avert a Fukushimatypdisaster.
The government has said that nuclear power is needed to ensure that
the nation has a steady and adequate supply of electricity.

It has also said the fourth plant is safe and necessary, especially
as the other three decades-old plants will be decommissioned eventually.
In Taipei, the demonstrators are expected to meet at three locations
 — the plaza in front of Wellcome Supermarket in Daan District (大安),
the intersection between Linsen N Road and Nanjing E Road, and
National Taiwan University’s main entrance.

The RBMK-1000 is a type of pressure tube reactor designed in the former Soviet Union, which uses ordinary boiling water as the coolant and graphite as the moderator. 

Boiling water acts as a coolant and also provides the steam used to drive the turbines. The coolant system of the reactor consisted of two circuits. Water flows through the coolant circuit I to the fuel channels, where it is boiled by the uranium fuel inside the pressure tubes, producing steam to feed two 500 MW turbines via the coolant circuit II. 

The graphite moderator is to slow down neutrons to make them more efficient in producing fission in the fuel. The graphite core of the reactor is about 7 m high and about 12 m in diameter, composing holes for 1661 fuel channels and 211 control rods. The power of the reactor is controlled by raising or lowering the control rods, which, when lowered, absorb neutrons and reduce the fission rate. 

RBMK-1000 has potential safety hazards due to its design defects. At low power output, the reactor becomes unstable and is prone to sudden power surges. Three safety systems, including an emergency core cooling system, the requirement for a minimum operation at an electric power of 200 MW, and a minimal insertion of 30 control rods, are included in the operating procedures.
